The Newcastle United defender is thought to be nursing a calf injury.
Shaw, who hasn’t played a game since February 18, is the only specialist left-back in the England squad, with the likes of Chelsea’s Ben Chilwell not receiving a call-up.
He played 15 games in all competitions for Man United last season in an injury-hit campaign.
On Sky Sports News, Rob Dorsett suggested Shaw could play 10 minutes against Slovenia to prove his fitness and said he’d be surprised if he started.

Southgate and Declan Rice will speak to the media ahead of Tuesday’s clash.
